Executive Summary

The Defense Industrial Base is facing a convergence of cyber espionage, supply chain exploitation, ransomware, identity compromise, cloud misconfiguration, and rapidly increasing AI enabled social engineering. At the same time, the regulatory landscape has shifted. The Department of War’s suspension of CMMC Phase II on July 13, 2026, changes the immediate path to third-party certification. It does not change the threat environment, the contractual obligation to safeguard covered defense information, or the responsibility contractors assume when they represent that cybersecurity requirements have been met.
